CMI was commissioned by the Welsh Government to conduct a mid-term evaluation of the ERDF-funded eBusiness and ICT support programmes in Wales.
The programmes comprise five sub-products and include ICT Diagnostic and eBusiness consultancy support, an ICT Capital Expenditure Grant, and online Business ICT Guide, and Digital Network group support. CMI’s response was to develop a methodology comprising analysis of ERDF monitoring returns, stakeholder and delivery partner interviews, supplemented by a representative survey sample of business beneficiaries from each project. This evaluation research focused understanding participants experiences of the programmes, the outcomes they had been able to achieve, the longer term impacts. The final analysis was based on the ‘3 Es’ methodology and included an assessment of effectiveness, efficiency and economy, in line with the UK, European and Wales evaluation guidance frameworks.
