The European Court of Auditors (ECA) commissioned CMI to support its evaluation of the management system used by the European Commission to assess the effectiveness of research funded under Research, Technology, and Demonstration (RTD) Framework Programmes.
The ECA audit set out to understand how the management system works, and to verify how appropriate it is for identifying where policy performance needs to be improved. CM International complemented ECA’s internal review by organising and facilitating a series of stakeholder focus groups, comprising evaluation experts from North America and Europe. The objective for the groups was to discuss and make a critical evaluation of the Court’s preliminary conclusions; they were intended to act as a mechanism to enhance the quality, relevance and legitimacy of results emerging from the audit process.
