Strategic assessment of options fo managing RD&I funding programmes in Wales
CMI were commissioned by a new arms-length (to government) body, Innovation Point, to report on the options available for its aim of identifying, developing and submitting competitive funding bids from SMEs, research centres and large companies working, specifically, in the digital technology and cyber security sectors.
The research set out a logical framework of the options available for Innovation Point in engaging with Welsh SMEs, large businesses and academia to develop and write successful bids made to competitive RD&I programmes at an EU and national (UK) level. The specific options focussed on the support required for developing consortia and the building of capacity in the writing of bids including the feasible options to select and, where necessary, ration support to specific Calls, bids, teams or consortia.
The research also considered, based on experience and existing practices in a number of national and regional examples, how Innovation Point may assist in the submission of high quality, high potential bids. Funding models and approaches were suggested. A sustainable funding model was also identified and considered.
