CM International evaluates a rural business and heritage programme
CMI undertook an evaluation of the Axis 3 Lead Body (Rural Action Merthyr Tydfil) and the projects that were funded under Business Plan 2 in Merthyr Tydfil (Axis 3 Lead Body – Rural Action Merthyr Tydfil; Project Cynnal; Preserving the Rural Heritage of Merthyr Tydfil).
Our evaluation considered the performance of the individual projects on the basis of the monitoring information and previous evaluation work. Stakeholder and beneficiary interviews provided an understanding of the dynamics of the relevant partnership fora and a reflection on the extent to which the RDP projects were integrated with the wider strategic environment in Merthyr Tydfil.
In order to adequately capture the results and lessons learnt for the different activity areas and target groups covered, each project was considered separately. The tools used included stakeholder interviews, a telephone survey and extensive data and documentary analysis.
The results of the evaluation informed the development of the next Local Development Strategy for the delivery of RDP activities during the period of the 2014-2020 Rural Development Programme (RDP). A workshop for key RDP stakeholders in Merthyr was held to consider the emerging evaluation results and draw out the lessons learnt with regard to the management and delivery of the RDP in Merthyr Tydfil.
