CMI was commissioned to carry out a mid-term evaluation of the ERDF-funded SMARTCymru programme.
The objective of the evaluation was to assess the programme logic, its management and delivery model, and the impacts at the mid-term. The approach adopted was to build on the monitoring data collected by the programme team, and supplement this with a number of telephone interviews with both businesses and stakeholders. The evaluation identified areas where the management and delivery of the programme could be strengthened in the remaining period. Mid-term impacts were also identified in relation to net economic, innovation and sustainability. The final analysis was based on the ‘3 Es’ methodology and included an assessment of effectiveness, efficiency and economy, in line with the UK, European and Wales evaluation guidance frameworks. The report was produced in accordance with UK Government Social Research Standards.
