The Wales Council for Voluntary Action (WCVA) combines a role of supporting and representing the voluntary and community sector in Wales.
Under the previous round of Structural Funds for Wales, the WCVA used Technical Assistance Funding to support the 3rd sector in accessing, managing and using European funding through two projects, the Voluntary Sector Support Unit and the Community Economic Regeneration Plan project. CM International was commissioned to evaluate these two projects that between them offered the whole continuum of support from practical, hands-on advice to individual organisations to supporting the strategy and policy engagement of the sector with the European Structural Funds. The evaluation approach adopted focused entirely on identifying and understanding the qualitative outcomes achieved. Contrasting case studies of beneficiaries and non-beneficiaries together with stakeholder interviews were used to gauge project performance and assess WCVA success in suitably complementing existing support structures for European funding. The final report also identified a range of support requirements for 3rd sector organisations moving into the new round of Structural Funds for Wales.
