Commissioned by the Welsh Government Food Division, CMI undertook an evaluation of the Trade Development Programme.
The programme portfolio includes support services for SME food and drink businesses designed to help them access new markets in the retail, wholesale and the food service sector.
Following a number of years during which the programme had been delivered in partnership with just two providers, each delivering against one lot of the original procurement framework, our evaluation helped the Welsh Government to understand how the support meets business needs, contributes to different policy objectives and generates value for money.
Combining stakeholder interviews, a beneficiary survey and economic impact assessment, the CMI consultancy team identified the key strengths and weaknesses of the different services delivered by the two providers and developed a series of recommendations regarding the nature of services to be provided going forward and how the internal WG FD processes could be strengthened to ensure maximum economic impact and strategic returns.
