CM International was contracted by the East Midlands Development Agency (emda) to undertake a two-phase evaluation of Social Enterprise East Midlands (SEEM).
The initial phase evaluated SEEM’s role as a regional strategic body for the social enterprise sector and the nature and extent of the financial and strategic leverage achieved. The second phase focused on developing a forward strategy for the organisation. Issues considered included the operational and strategic capabilities of SEEM and its current and likely future contribution to the Regional Economic Strategy through acting as a catalyst for integrated activity, both within the East Midlands and nationally, particularly in the context of emerging Government policy towards the Third Sector. The approach chosen combined the use of a Theory of Change with a Balanced Scorecard tool.
