CMI completed the Phase 1 evaluation of Collaborative Communities.
Commissioned by Carmarthenshire County Council as the project leader of this ERDF-funded social enterprise support project, CMI completed Phase 1 of the final evaluation. Delivered by a partnership of four Local Authorities in West Wales (Carmarthenshire, Pembrokeshire, Swansea and Neath Port Talbot) and the corresponding CVCs with each partner organisation hosting dedicated project staff, the project combined business advice with a business development grant in order to stimulate and strengthen a social enterprise role specifically in the delivery of public services.
The first phase of the evaluation specifically considered the strategic position of the project in terms of how the partnership arrangements have allowed the eight partners to collaborate, the extent to which the project has been able to create the link between social enterprise support and public service outsourcing endeavours by the four Local Authorities and how it has interacted with other similar initiatives. This involved extensive stakeholder interviews and good practice research into similar initiatives in Wales (including Cyfenter and Rhyl City Strategy) and in England and resulted in the identification of some generic choices for any future social enterprise support projects.
