Evaluating the primary R&D funding programme for Wales
CMI were commissioned by Welsh Government to undertake a final evaluation of the A4B programme. The programme represented the primary R&D funding programme for knowledge exploitation and collaborative research in Wales, and was delivered alongside other core Welsh Government funding programmes for innovation.
The final evaluation research included interrogation of programme monitoring data, a workshop with management and delivery staff, and final surveys of HE and FE knowledge transfer officers, academic and business beneficiaries. Key areas of analysis included gross outputs, net impacts, value for money (based on the 3 E’s), cost benefit analysis and Strategic Added Value. The final evaluation report, included full analysis of the programme against its objectives to build knowledge exploitation capacity and to support collaborative R&D projects. Future recommendations were also provided for the next iteration of the programme in Wales.
